Boundary Maps

Allow registration rates to be based on a boundary map which is drawn using addresses and not just zip codes. An admin would upload a KML file which would then be used in registration to segment the rats.

    Some leagues have very specific boundaries, not associated with zips.  Go off roads or other boundaries.  A specific reason would be "anyone that lives in town pays taxes for their fields and therefore pays less for the league.  Those that live outside of city limits do not pay taxes and need to pay more to be in the league."

    Lonnie - can you give me a use case for this?  Is this for things like district/section registrations, where geographic location dictates what entity you're registering under (RGB/SGB), or something different?
